Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organization working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.

The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.

Doctors with Africa CUAMM is currently active in 8 Sub-Saharan countries: Angola, Ethiopia, Mozambique, Central African Republic, Sierra Leone, South Sudan, Tanzania, Uganda.

The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.

CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.

CUAMM's international and national staff work together on the front line to strengthen local health systems, in resource-limited contexts where the commitment and contribution of the individual can make a real difference.

Position

Job position: Procurement Officer

Location: Central African Republic, Bangui with missions in Bossangoa and Bangassou

Duration: 12 months

Purpose of the role

In close cooperation with the logistics coordinator, the Procurement Officer ensures that all purchases related to project activities are made in compliance with the NGO procurement procedure, local regulations and donor rules and that purchased materials are distributed to the various project sites.


Key duties

  • To implement and document procurement procedures, including tenders, ensuring that all required documentation is available
  • To ensure that each purchase is supported by the correct documentation
  • To ensure receipt and delivery of materials and equipment from abroad
  • To ensure that the peripheral project bases have the necessary materials, internet, etc. to be able to properly function
  • To supervise the proper use of vehicles in terms of logbook, routine and extraordinary maintenance
  • To oversee the proper use of staff's internet fleet
  • To participate in preparing and updating of the procurement plan
  • To provide regular feedback regarding the progress of procurement procedures initiated
  • To ensure the correct and regular transmission of required documentation through proper archiving
  • To properly manage relationships and contracts with local and international suppliers
  • To train and supervise national staff

Requirements

  • Previous professional experience in procurement in fragile countries and/or resource-limited settings, preferably with NGOs
  • Excellent knowledge of the French language
  • Knowledge of PRAG procedures
  • Availability for frequent travel to bases in Bossangoa and Bangassou
  • Adaptability and aptitude for team working
  • Aptitude for problem solving and organizational skills

Other information

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience and country risk allowance)

Rest days: 2.5 days for each month of work, for contracts longer than 4 months

Flight ticket: one return flight for the first collaboration for up to 12 months

Health issues: the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for visa, professional registration, work and residence permits

Accommodation: provided by the NGO, it is generally individual, depending on the logistical situation and the availability of accommodation in the workplace

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker

R&R: 1 week of rest every 11 weeks of work, with allowance to cover costs

Data Controller

Data type

The Data Controller processes personal identification data (i.e. name, surname, address, phone number, email address), hereinafter “personal data”, provided by the Interested Party. This data will be processed exclusively for the purpose of carrying out the relationship with Doctors with Africa CUAMM.

The Data Controller, throughout the selection process, may become aware of sensitive personal data (data related to racial or ethnic origin, political opinions, religious or philosophical beliefs,

trade-union membership, as well as data concerning health or sexual life of the individual).

Purposes of processing

The processing of personal data is based on the principles of fairness, lawfulness, transparency and protection of the confidentiality of the Interested Party.

The Data Controller will process the data provided by the Interested Party for the following purposes:

● personnel recruitment and selection;

● storage in database for future personnel recruitment or administrative reviews;

● personnel administration and reporting of funded projects;

● personnel evaluation;

● communication and fundraising, information and training activities related to the initiatives of Doctors with Africa Cuamm

Provision of data and consequences of refusal

The provision of data is optional, but refusal or opposing, even partial, to processing may result, despite our best efforts, in the impossibility of including the Interested Party in the personnel selection procedure.

Processing methods

The processing is done with information/automated systems and paper/manual systems suitable for recording, managing, and sending the data, with systems closely tied to the above purposes, by persons specifically appointed for this purpose. Specific security measures are adopted to prevent the loss of data, illicit or incorrect use of data and unauthorized access to the data.

Communication and dissemination of data

The data will be processed by the personnel appointed by the Data Controller and, exclusively for the purposes indicated, may be communicated to: persons/companies/professional firms that provide assistance and consultancy with particular, but not limited to, reference to accounting, administrative, legal, financial and recruitment activities, technical services, and other organizations that, for reasons related to the project activities, come into contact with the Data Controller and have the right to request such information (donors, other NGOs, local partners, institutions).

Data retention

Data is stored on a server located within the European Union. The retention period of the Interested Party’s data is strictly correlated to the specific processing purpose. For the purposes of collecting

curriculum vitae of candidates applying to participate in the activities of the Data Controller, the retention period is 10 years. Specific security measures are observed to prevent loss of data,

illicit or incorrect use and unauthorized access.

Rights of the Interested Party

In your capacity as Interested Party, you have the rights set forth in Articles 15-23 of the GDPR, namely the right to:

● obtain confirmation of whether or not there is personal and sensitive data about you, even if not yet recorded, and their communication in an intelligible form;

● obtain indication regarding: a) the origin of the personal and sensitive data; b) the purposes and methods of processing; c) the logics applied in case of processing carried out with the support of electronic tools; d) the identification details of the Data Controller, the managers and the designated representative in accordance with Article 3(1) of the GDPR; e) the subjects and categories of subjects to whom the personal data may be communicated or who may become aware of them in their capacity as designated representative in the territory of the State, as managers and appointees;

● obtain: a) the updating, rectification or, when interested, the integration of data; b) the cancellation, transformation into anonymous form or blocking of data processed in violation of the law, including data whose retention is not necessary in relation to the purposes for which the data were collected and/or subsequently processed; c) the certification that the operations

referred to in letters a) and b) have been brought to the attention, also with regard to their content of those to whom the data have been communicated or disseminated, except where this proves impossible of involves the use of means manifestly disproportionate to the right protected;

● oppose yourself, in whole or in part: a) for legitimate reasons, to the processing of your personal and sensitive data, even if relevant to the purpose of collection;

● data portability to a third party as well as the right to lodge a complaint with a supervisory authority.
